STB Requests Info on CSX Service Disruptions

The Surface Transportation Board (STB) sent a letter to CSX Transportation expressing growing concerns about service disruptions resulting from changes in the railroad’s operations.  Shippers, including several chemical manufacturers, requested the STB look into the recent service disruptions as they are forced to readjust production schedules and supply chain logistics.

“In particular, shippers have complained that transit times have increased significantly and/or become unpredictable,” the letter noted.  “…loaded and empty railcars sit for days at yards; switching operations have become inconsistent and unreliable; car routings have become circuitous and inefficient; and CSX customer service personnel have been unable to provide meaningful assistance.”

Shippers have also complained that CSX failed to provide any notice or coordination before implementing changes to its operating plan.  Some customers only learned of the changes after contacting the company’s marketing staff.

The STB is also requesting weekly calls with CSX representatives to review the company’s efforts to improve service.

“On these calls, CSX should provide an overview of its operations, including congestion at critical yards and gateways, interchange operations with other Class I railroads, availability of equipment and manpower, local spot and pull reports, and service to customers with critical needs.”

The letter was sent in light of STB’s implementation of the Surface Transportation Board Reauthorization Act of 2015 which grants the Board new authority to investigate and resolve disputes between railroads and shippers.
