Ned Monroe
President & CEO
Ned Monroe serves as an advocate for the PVC/vinyl industry and leading vinyl resin producers. He helps create and execute the strategic focus of the Vinyl Institute to maximize its impact and value. His areas of focus include: broadening markets, communicating the value of vinyl, strategically impacting public policy, providing an industry knowledge center, and pursuing operational excellence.

Kevin Koonce
VP, Government Affairs
Kevin Koonce leads the Vinyl Institute’s state and federal advocacy efforts. Kevin brings two decades of experience in Washington in the public and private sectors. He spent 10 years on Capitol Hill and recently directed the government affairs efforts at the Council for the North American Insulation Manufacturers Association.

Jay Thomas
VP, Sustainability
Jay Thomas is responsible for developing and executing strategies and tactics that support the sustainability mission and policies of the Vinyl Institute. In addition to serving as VP of Sustainability, Thomas will lead the Vinyl Sustainability Council as Executive Director, driving the VI’s ongoing sustainability campaign and implementing +Vantage Vinyl. Jay has more than 20 years’ experience in the vinyl industry and is a certified Green Globes Professional with more than 10 years’ sustainability experience. He holds a Bachelor of Science in Marketing from Northeastern University and an M.B.A. from University of Massachusetts.

Flavia Brandischok
Director of Office Administration & Financial Coordination
Flavia Brandischok manages the Vinyl Institute’s day-to-day operations. Her areas of focus include: directing and coordinating office services, managing the accounting and budgeting process for the organization, member communications, database management and event and meeting planning. Flavia has more than 10 years’ experience in accounting, office administration, event planning and human resources.

Domenic DeCaria
VP, Technical & Regulatory Affairs
Domenic DeCaria is responsible for technical, standards, and regulatory matters related to material science, recycling, sustainability, and other core PVC/vinyl industry priorities. Domenic has a diverse background spanning primary steelmaking, coal gasification, polyurethane manufacturing, and CPVC market development. Domenic has worked in the PVC/ vinyl industry for 10 years and holds a Bachelor of Science in Chemical Engineering from The University of Michigan and an M.B.A. from Wayne State University in Detroit, MI.

Christina Xydis
Director of Regulatory Affairs
Christina Xydis is responsible for efforts with regulatory agencies focused on environmental, health, and safety issues, and working with key stakeholders to coordinate and prepare regulatory submissions to ensure compliance with both national and global regulatory requirements. She has more than 14 years’ experience in regulatory roles and the chemistry industry. She holds both bachelors and master’s degree in chemistry/biochemistry from DePaul University.

Jennifer Armstrong
Director of Sustainability
Jennifer Armstrong is responsible for providing hands-on support in managing the +Vantage Vinyl industry sustainability initiative and assistance growing VSC membership. Additionally, she is responsible for organizing and continuously improving information pertaining to industry sustainability data. She has experience working in a variety of sustainability roles within the international nonprofit space. She holds a Bachelor of Arts in Environmental Studies from University of Pittsburgh and a Master of Science in Disaster, Adaptation and Development from King’s College London.

Arthur “Gil” Connolly
Press Secretary
Arthur “Gil” Connolly is the main point of contact for all media inquiries and activities for the Vinyl Institute. He is a skilled communicator with extensive experience in media outreach, crisis communications, and messaging. He holds a Bachelor of Arts degree in Rhetoric from Bates College.

Ethan Thomas is responsible for creating content and managing marketing communications activities and projects. He is a skilled writer with experience in developing and implementing digital marketing campaigns for a variety of businesses. He holds a Bachelor of Arts degree in Political Science and History from Dickinson College.

Evan Tracey
Vice President of Marketing and Communications
Evan Tracey is Vice President of Marketing and Communications at The Vinyl Institute. He actively shapes and executes strategies and tactics that protect and enhance the public reputation of the vinyl resin industry through marketing and communications. Evan has a diverse background, having worked on campaigns, and for other trade groups in the energy and healthcare sectors. Additionally, he is an adjunct professor at George Washington University.

Meredith Fossett
Director of State Affairs
Before joining The Vinyl Institute, Meredith Fossett served as the Manager of Government Relations at DeVry University, where she oversaw legislative tracking across all 50 states and managed direct lobbying campaigns to advocate for the University’s interest at the state level. Meredith graduated from Miami University in Oxford, Ohio. She resides in Newport, KY, and continues to volunteer and serve on various non-profit boards and committees.
